EMPLOY - Employer Workforce Capacity & Readiness Program

 Real employer intelligence. Better planning. More opportunities.

 

EMPLOY is a workforce intelligence initiative focused on understanding employer capacity, barriers, and opportunity creation within the skilled trades workforce system.


The goal is to help workforce partners make better-informed decisions by combining real employer feedback with existing workforce data.

The Workforce System Today

The skilled trades workforce system is supported by many organizations working toward a common goal.


Schools and OYAP introduce students to career pathways.


Colleges and training providers deliver technical training.


Skilled Trades Ontario oversees registrations, certifications, and trade regulation.


The workforce system contains many valuable partners, supports, programs, and investments.


Together, they collect important information about participation, training, registrations, certifications, and labour market demand.

The Workforce Intelligence Gap

The workforce system already collects a significant amount of information.


What is less understood is the employer side of the equation.


Questions such as:


  • How much workforce capacity exists today? 
  • How many additional apprentices could employers support? 
  • What barriers are preventing growth? 
  • Which supports are working well? 
  • Which supports are underutilized? 
  • Where should future investments be prioritized?

The EMPLOY Pilot

EMPLOY begins with a 12-month pilot designed to better understand employer capacity and identify opportunities to strengthen the skilled trades workforce system.


The pilot focuses on gathering employer intelligence through:


  • Employer surveys 
  • One-on-one interviews 
  • Site visits 
  • Employer roundtables 
  • Industry conversations 


This information is then validated against existing labour market, apprenticeship, workforce, and demographic data to help identify trends, opportunities, and potential solutions.  Employer intelligence gathering continues throughout the pilot and includes surveys, interviews, site visits, roundtables, and industry conversations. 

What We Hope To Learn

The purpose of the pilot is not to assume answers.


The purpose is to gather evidence.


By the end of the pilot, we hope to better understand:


  • Workforce capacity within skilled trades employers 
  • Apprenticeship capacity 
  • Common barriers to growth 
  • Opportunity creation potential 
  • Workforce readiness 
  • Support utilization 
  • Future workforce priorities

EMPLOY is not intended to replace existing programs, services, or organizations.


The initiative is designed to complement the valuable work already being done by:

The goal is to contribute employer intelligence that can help inform future workforce planning, investments, and decision-making.
